ABOUT
Emmanuel Vassor
Founder, Atlas Perspective
Emmanuel Vassor is a senior advisor with 14 years of experience in digital identity, digital public infrastructure, and public sector reform.
He built his technical foundations early in his career working on large-scale identity system deployments — including Chile's national identity program — before moving exclusively into independent advisory roles with governments and international organizations.
That combination of hands-on technical grounding and institutional expertise, developed across field engagements on four continents, is the core of what Atlas Perspective brings to each engagement.

Atlas Perspective operates as an independent advisory platform, drawing on a network of specialized partners to ensure the right expertise is available across all project dimensions and geographies.
Since 2018, he has advised clients including the World Bank, the Inter-American Development Bank, the International Organization for Migration, and national governments across Africa, Latin America, Europe, and the United States — on engagements spanning system diagnostics, architecture design, procurement oversight, and institutional reform, including programs exceeding $250M in scale.
Outside of his advisory work, Emmanuel is an enthusiastic traveler with a deep interest in geography and global affairs. He reads widely across technology, history, and science fiction, and is personally involved in cacao agroforestry and tropical forest regeneration — a hands-on counterpoint to the institutional work that keeps him grounded in how things actually grow.
He holds a Master's in International Economics and International Relations from Johns Hopkins SAIS and a Master's in Management from EDHEC Business School.
