ATLAS PERSPECTIVE

Independent advisory on national digital identity ecosystems and trusted public infrastructure

Designing, structuring, and supporting the implementation of secure, sovereign, and user-centric identity systems for governments and international organizations.

WHAT WE DO

Atlas Perspective provides independent advisory across the full lifecycle of national digital identity and trusted public infrastructure.

We support governments and international organizations in designing, governing, procuring, and implementing systems that are operationally effective, widely adopted, and grounded in real institutional contexts.

Implementation & Procurement

Program structuring, sequencing, costing, procurement strategy, requirements definition, and vendor selection.

Governance & Adoption

Interinstitutional coordination, interoperability frameworks, and targeted solutions to improve inclusion and service delivery.

Technical Advisory & Capacity Building

Biometric systems, PKI and trust infrastructures, identity credentials and ICAO standards, system specifications and integration.

Diagnostics & Strategy

Ecosystem assessments, architecture design, legal-technical-operational alignment, and national roadmaps.

THE CHALLENGE

Most digital identity programs struggle not from lack of technology, but from structural and systemic gaps that undermine adoption, coherence, and sustainability.

Fragmented ecosystems

Institutions operating in silos, with limited coordination across mandates and systems.

Weak adoption

Technically sound systems that fail to achieve the enrollment, usage, or trust needed to deliver impact.

Legal-operational gaps

Misalignment between regulatory frameworks, system design, and what agencies can actually implement.

Infrastructure disconnect

Solutions designed without adequately building on or integrating existing government systems.

Procurement vulnerabilities

Requirements poorly defined, vendor lock-in risks unmanaged, or delivery oversight insufficient.

Incoherent programs

Initiatives lacking clear sequencing, risk management, or integration logic across components.

PRINCIPLES

We combine ecosystem-level thinking with a grounded understanding of institutional realities – ensuring strategies are coherent, implementable, and sustainable in practice.

Facilitation and alignment

Engagement across the full stack — from governance and legal frameworks down to technical architecture and field-level constraints.

Building shared understanding across ministries, agencies, and partners to create workable consensus and sustained momentum.

Implementation realism

Sustainability focus

Attention to interactions between institutions, systems, regulations, operations, and users — not just isolated components.

Solutions designed for real institutional environments — accounting for capacity, sequencing, and operational constraints from the outset.

Designing for long-term ownership — ensuring governments build the institutional capacity and operational autonomy to sustain programs beyond the engagement.

EXPERIENCE

Atlas Perspective brings experience from advisory and technical engagements across multiple regions, including Africa, Latin America, Europe, and the United States, working with governments, international financial institutions, and multilateral organizations.

Work spans the full lifecycle of national identity and digital public infrastructure programs, from diagnostics and system design to implementation support and institutional reform.

ABOUT

Emmanuel Vassor

Founder, Atlas Perspective

Emmanuel Vassor is a senior advisor with 14 years of experience in digital identity, digital public infrastructure, and public sector reform.

He built his technical foundations early in his career working on large-scale identity system deployments — including Chile's national identity program — before moving exclusively into independent advisory roles with governments and international organizations.

That combination of hands-on technical grounding and institutional expertise, developed across field engagements on four continents, is the core of what Atlas Perspective brings to each engagement.

Atlas Perspective operates as an independent advisory platform, drawing on a network of specialized partners to ensure the right expertise is available across all project dimensions and geographies.

Since 2018, he has advised clients including the World Bank, the Inter-American Development Bank, the International Organization for Migration, and national governments across Africa, Latin America, Europe, and the United States — on engagements spanning system diagnostics, architecture design, procurement oversight, and institutional reform, including programs exceeding $250M in scale.

Outside of his advisory work, Emmanuel is an enthusiastic traveler with a deep interest in geography and global affairs. He reads widely across technology, history, and science fiction, and is personally involved in cacao agroforestry and tropical forest regeneration — a hands-on counterpoint to the institutional work that keeps him grounded in how things actually grow.

He holds a Master's in International Economics and International Relations from Johns Hopkins SAIS and a Master's in Management from EDHEC Business School.
